Theo nghị trình này, sẽ có một giới chức và 5 nhân chứng tham gia điều trần.
Giới chức là Giáo Sư Ts. Robert George, Chủ Tịch Uỷ Hội Hoa Kỳ Về Tự Do Tôn Giáo.
Trong số 5 nhân chứng, người Việt Nam độc nhất ra điều trần là Bà Trần Thị
Ngọc Minh, mẹ của tù nhân lương tâm Đỗ Thị Minh Hạnh.
Trước khi các nhân chứng điều trần, sẽ có phần “đệm” gồm một số thông điệp
của các thân nhân của tù nhân lương tâm không thể có mặt để tham dự, qua hình
thức các đoạn video, mỗi đoạn 1 phút. Phần đệm này không nằm trong nội dung chính
thức của buổi điều trần. Đối với Việt Nam sẽ có hai đoạn video 1 phút như vậy.
Lúc 1:45 pm cùng ngày, sẽ có buổi họp báo để phát động chiến dịch “Xoá Bỏ
Tra Tấn Ở Việt Nam”, được chuẩn bị từ hai năm qua. Tại buổi họp báo này, bản báo
cáo 140 trang về tinh trạng tra tấn ở Việt Nam sẽ được công bố. Sẽ có 4 nhân chứng
người Việt phát biểu. Được biết, trường hợp của người tù thế kỷ Nguyễn Hữu Cầu
sẽ được nêu ra. Dân Biểu Christopher
Smith và Dân Biểu Frank Wolf đồng bảo trợ cho buổi họp báo.
Đây là cơ hội để người dân trong nước theo dõi một hình thái sinh hoạt dân
chủ ở ngay trung tâm quyền lực của một đại cường quốc. Tại đây, một phụ nữ người
Việt sẽ cất tiếng nói đòi tự do cho người con gái đang bị tù đày và cho tất cả
các tù nhân chính trị, tôn giáo và lương tâm ở trong các nhà tù Việt Nam.

Use of Torture in
Vietnam Topic of Press Conference; Victims to Speak
WASHINGTON, D.C. – Human rights abuses in Vietnam, including a new report
to be issued tomorrow by human rights activists about the alleged use of
systematic torture by law enforcement officials in the Vietnamese government
upon its own citizens who have been arrested for exercising their basic human
rights of freedom of expression, association, assembly, and religion, or for
seeking political asylum abroad, will be the topic of a press conference
Thursday by victims and human rights leaders.
Police
in Vietnam are reported to routinely hold political and religious detainees for
months, torturing and abusing them during interrogation, and prohibiting them
from communicating with their families or lawyers. The report will be issued by
the Campaign to Abolish Torture in Vietnam.
Who: House global human rights subcommittee Chairman
Chris Smith (NJ-04), author of the Vietnam Human Rights Act which passed
the House in 2013; Rep. Frank Wolf (VA-10); other invited members; Dr. Nguyen Dinh Thang
of Boat People SOS; and victims or family of victims:
- Tran Thi Ngoc Minh, the
mother of jailed Vietnamese labor activist Do Thi Minh Hanh, who
has been beaten repeatedly in prison;
- Ven. Danh Tol, an ethnic
Khmer Buddhist monk who was imprisoned and tortured for
participating in a peaceful demonstration calling for religious freedom;
- Nguyen Lieu, a Catholic
parishioner from Con Dau who was detained and tortured by police in Da
Nang for participating in a funeral procession and protest march to a
cemetery located on disputed land; and,
- Tran Tu Thanh, a veteran
of the Army of Republic of Vietnam and human rights activist who was
subjected to torture during his eight years of incarceration in 14
different “re-education” camps.
